It appears Palmillas does not use a municipal flag.

Under Municipal President Lucio Rodríguez Hernández (1984-1986), a call for submissions was held for the Municipal Coat of Arms design. The winning design was created by Anselmo Estrada Castro and Rogelio Moreno Bocanegra. The border is rounded on the sides; above the shield and connected by triangles is a ribbon reading PALMILLAS TAMPS. At the top of the border is the year 1829, probably referencing the abolishing of slavery. The upper half depicts the Nuestra Señora de los Nieves church, with a path, trees, and the mountains and clouds in the background. The lower half depicts the mountains, clouds; and in front a farmer and bovine by a canal; on its lower side is a cactus and grass for its flora.
