The council informed me they do not use a municipal flag.

It appears the council does not know the origin of the municipal coat of arms. Above the shield is a ribbon carried by an eagle, reading PADILLA TAMAULIPAS. The shield is in the National Colors. Over it is an oval, divided into seven sections. The uppermost section depicts the church of Old Padilla going into the water. Under this, a large section depicts the school of Old Padilla submerged in water. Under this are three sections: to the left, a cow, goat, sheep, horse, and pig as part of the fauna of the municipality. In the middle, a local monument likely remembering the execution of Agustín de Iturbide. To the right, an orchard with a field in between and a tractor. The lowermost-left section depicts a fish being caught by a man in a boat, part of the fishing industry. The lowermost-right section depicts products of the region: wheat, corn, nuts, apple, onion, watermelons, and limes.
