The coat of arms of Ciudad Victoria was adopted on 18 December 1971, being adopted at the initiative of Prof. Vidal Efren Covián Martínez. suggesting the creation of one to Juan Sánchez Osuna, which he submitted to the council for consideration under Municipal President Rogelio Terán Medina.
The border has rolled edges, having above a ribbon reading "CIUDAD VICTORIA, TAMAULIPAS". At the bottom of the border is 6 DE OCTUBRE DE 1750, its foundation. The upper half of the shield depicts, from left to right: a map of the State of Tamaulipas, with each item representing a different government branch and balance: a scale of justice (judicial powers), scroll (legislative), and sword (executive powers) over it. In the center, an open book for the city as a center of education, and a torch over it for the light of liberty. To the right, a knight's helmet with feathers for its colonial history. The lower half depicts (left) the sun and mountainous surroundings, also remembering the effort of the first populators through the four houses and wagon next to the mountains. To the right are clouds and henequen plant for the agricultural production of the area during the colonial period.

Apparently, the first coat of arms of Ciudad Victoria was during the colonial period, when it was named Villa de Aguayo. Over an oval reading AGUAYO, its outer ring has multiple dots. It is surrounded on each side by flags, rifles, laurels; a wheel, drums, cannonballs, spears, a barrel of gunpowder, ammunition, and above a helmet.
