It appears Othón P. Blanco does not use a municipal flag.

The coat of arms of Othón P. Blanco was designed by the painter Elio Carmichael, also the designer of the state's coat of arms, in 1980 or 1981 as he painted a mural of the state. According to the Regulation on the Characteristics and Use of the Coat of Arms of the Municipality Othón P. Blanco (published in the state's official newspaper on 19 March 2008):
The snail with a gold yellow background that represents the riches of our coastlines in whose form represents the territorial extension of the Municipality of OTHÓN P. BLANCO.
As a geographic accident, the upward written point of the snail signifies the orientation of the port of Xcalak and in whose part or exterior border manifests the coastline of the Caribbean Sea.
The Center of the snail is a white circle that represents the bay of Chetumal as seat of the Municipality.
The orange circle represents the sun which shelters firstly the Mexican Republic and should be understood as the O initial of OTHÓN P. BLANCO.
Under the shield it should say: Municipio de Othón P. Blanco in black coloring.
This is imposed over a white square, outlined. It appears that the writing is not the most common version. The form of the snail appears to not really represent the municipal boundaries well at all, probably not the actual intent.
