A new interim constitution of Syria was adopted on 13 March 2025:

Its Article 6 defines the new
national flag of Syria:
"Article 6:
The Syrian flag is as follows:
The flag takes the form of a rectangle whose length is two thirds of its width.
It includes three rectangles, the top being green, the middle white, and the
bottom black.
In the middle of the flag- the white part- are three red
stars.”
[Its translation is probably wrong, it must be read as width is
two thirds of its length.]
Based on images of the new national flag, the
stars on the white stripe are smaller than they were previously used, their
height is approximately half the height of the white stripe.

Looking at the new Syrian flag that was raised at the UN by Syrian Foreign
Minister Asaad al-Shaibani during a flag raising ceremony at the United Nations
Headquarters in New York on April 25, 2025, the stars appear to be much larger

Syria adopted a new national emblem, marking a historic shift from Baath
Party rule, and serving as a visual identity for the post-Assad era.
The
new national emblem of Syria features a gold-coloured eagle, facing to its right
(dexter), with three five-pointed stars arranged in an arc above its head. The
eagle's wings contain 14 feathers, symbolizing the country's 14 governorates.
The emblem was officially adopted on 3 July 2025.

A new Syrian government flag has appeared with the apparent new emblem on
what is described as a basalt background. I suspect that this may actually be a
presidential standard.

According to the Arabic Wikipedia entry on the Syrian Salvation Government's
Ministry of Interior, the reported flag is the new government's visual identity,
officially launched on July 3 (source:
https://sana.sy/en/?p=362614).
This change was carried out mainly by
Wassim Kadoura, Head of the Visual Identity Team, in conjunction with the Syrian
Ministry of Foreign Affairs and the Syrian Ministry of Information (source:

The recent Constitutional Declaration of the Syrian Arab Republic is a
provisional, yet de jure, Constitution, which stipulates this new emblem and
perhaps will be used together with the arms but may replace it in the near
future, as some official social media accounts, specifically the Syrian Ministry
of Foreign Affairs and Expatriates, which used the
former arms (December 22, 2024) and is currently using the
new visual identity, dated July 3, 2025 and
https://www.facebook.com, dated July 8, 2025, the latter which includes an
Arabic inscription below as well, and has now replaced it with the one reported
here.
