The flag of Balcarce was formally and officially presented at the House of History and Culture of the Bicentennial, an event that served to pay tribute to its creator Norma Susana Berroa (RIP). The act was presided over by the municipal mayor, Esteban Reino; who was accompanied by the undersecretary of Culture and Education, Gustavo De Gerónimo. Likewise, it was attended by the Chief District Education Inspector, Viviana Domínguez; Sub-Lieutenant Sebastián Rivarola, on behalf of the Balcarce Road Safety Squad of the National Gendarmerie; the head of the anti-narcotics advance office, Deputy Commissioner Fabián Torrez, in addition, of course, to Berroa's husband, Alberto Cerono, and her children Julia, Jorgelina and Valentín. Likewise, the former Secretary of Government, Fernanda Ruzza, participated, and a greeting message sent by the former Secretary of Culture, Rodrigo Pando, was read in response to the invitation issued by the government management.

It should be remembered that the project to create the Balcarce flag was carried out through a contest, in the context of the sesquicentennial of the Party's creation last year, which aimed to design an identifying symbol of the district and that the image of the insignia is a synthesis of the historical, the aesthetic, the sports and the cultural aspects of the city.
The flag is a very important symbol since it gives a sense of belonging and through it a territory or a community is identified. The sense of belonging reinforces the achievements of commitment and social integration. The flag reflects identity, tradition, customs, history, personality, cultural, social and geographical characteristics, synthesized in the design of its attributes and colors. Under this forceful foundation and counting on the design that was the winner of the contest, it was necessary to reflect it in a cloth, so that the Balcarce Flag accompanies the national flag and the flag of the province of Buenos Aires in the acts.

Presentation
César De Gerónimo preceded the presentation saying that "it is a plastic expression of a neighbor who put dedication to her work and really deserves this recognition because she collaborated with the growth of our town through the local teaching." Then, the officials and the family proceeded to make the emotional discovery that was accompanied by a round of applause from the public present.
Immediately, there was the blessing of this sign and signal of what we are and what we want to be as a people through an ecumenical religious invocation. Firstly, it was in charge of the parish priest of the San José church, Pablo Bosisio, and then the head of the Pastoral Council of Balcarce, Claudio Dámico, did the same.

Testimonials
After that, neighbors who shared years in the workplace with Berroa made use of the word. The first was the Physical Education teacher, Fernando de la Torre, with whom he worked at Primary School No. 9 “Hipólito Yrigoyen”. For this reason, there was a significant number of teachers from the establishment following the ceremony. "It will be very valuable to be able to explain to our students that a person who was with us for so long was the creator of this beautiful flag that will represent us," he said.
Meanwhile, the inspector of Social Psychology and Community Pedagogy, Juana Benítez, a modality on which Norma Berroa depended, pointed out that "we honor the memory of those citizens who have left a legacy and deserve to be remembered and imitated."
He highlighted personal and professional skills, including "his low profile", but "a lot of work", noting that "I feel that he fulfilled a civic duty and thought of us as a community".
Finally, the community chief assured that "we have come to complete something that perhaps should have been before, but circumstances wanted it to be today", adding that "Susana left a huge mark and that little piece of her life is reflected in the flag, the one that will be representing all of us Balcarceños. Hopefully we continue to have people with a vocation and a desire to serve”.
The act ended with the delivery of a framed flag to the family by the municipal authorities.

Rationale
In the design of the flag as a representative symbol of the Balcarce party, fundamental aspects that characterize us as an agricultural city, in constant rural and urban progress, were taken into account.
Elements that comprise the symbol; cultivated fields, mountains, lagoon and motoring.
Formal construction of the symbol: Motorsports is represented by two concentric circles that represent a steering wheel, from there you can see the Balcarce party represented by the mountains. The sown field divided by furrows into 5 sectors that, adding Laguna Brava, represent the six localities that make up the party.

Color symbology
Green represents the nature that surrounds us. It means growth, it is the symbolic color of everything that can develop and prosper.
Yellow, cultivated fields. It is the color of optimism, enlightenment and understanding. It is the color of kindness and positivity.
The blue, the water of the lagoon, eternity.
The gray, the saw. It represents the tonality of the stones.
The light blue is the purity of the air that our mountain range offers us, also referring to the light blue of the national flag.
