According to this article by Ruidoso News, Lincoln County's flag was designed 
by Stirling Spencer, a county commissioner at the time, for the New Mexico 
Capitol rotunda of county flags. He says that on the county flag, an arrow was 
included in recognition of the Native American influence, the hoe for farming in 
the valley, a saber for the cavalry at Fort Stanton, a pick for mining, and a 
brand for ranching. This particular branding iron was from Lawrence Murphy and 
James Dolan, and dates back to when New Mexico was still a territory in 1869. It 
shows the ties to the region's historic settlement and of course, Billy the Kid. 
It also depicts the county's approximate location emerging from a flag-map of 
New Mexico. Spencer says his intent for doing this was to show that while many 
think the state's counties are independent, they are still part of New Mexico. 
He says he added yellow because it was used a lot for the state and turquoise 
because it is the state gem of the state. Flag adopted sometime in the late '80s 
or early '90s.

The charge on the Lincoln County flag is also the county logo. The flag had been adopted by 1992 at the time of its first hoisting in the state capitol.
