I've been all over Hennepin County and never have seen this flag. I don't think it is used much, probably just at one site. The City of Minneapolis, which has a fair flag and nearly a million people, is located in Hennepin County.

On December 19, 1971, the Minnesota seal template flag of Hennepin County was unveiled. I was informed by the Clerk of the Board that it was approved by the county administration informally.

Temporary flag (2022)

At the Star Tribune, it says Hennepin County adopted a temporary flag in 2022. This flag seems to have been adopted because of the controversy with the Native American on the Minnesota flag, and simply reads the county name for identification purposes. No further information.

The temporary flag seems to be a flagization of the logo shown on that Nov. 2016 brand guideline:

The H logo used since at least 2009 is still shown on the county's website, beside the monochromed seal.
