It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field quartered yellow and black  (town rank).

The arms are argent, a castle sable with port and windows argent, a templar cross in the dexter chief and a Christ Order cross in the sinister. Mural crown with four towers  and white scroll reading "VILA DE MOGADOURO" in black capitals.  
Meaning:
The castle, as usual, stands for the local castle and the two crosses relate to the monk-warrior orders that own the region after the conquest (Templars and, later, Christ Knights).

Mogadouro, a 756 km² municipality in the Bragança district and in the old province of Tras-os-Montes e Alto Douro, with 11 720 inhabitants in 21 communes.
