It is a typical Portuguese communal flag, with the coat of arms centred on a plain  field quartered of red and yellow.

Shield chequered of 15 of Or and Azure, over all above a cross patty Gules, charged with a Greek cross Argent and below a watermill wheel Gules. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "VILA BOA DE QUIRES E MAURELES". 
Meaning:
The symbols are basically those of former Vila Boa de Quires Commune with an additional mill wheel as representation of former Maureles.
Please note, we here have a checquered shield, explicitly mentioned within blazon, although shield partitions are not allowed by law (and this pattern is at least implicitly forbidden). Which had been already the same in the arms of the former Vila Boa de Quires Commune.

Vila Boa de Quires e Maureles is one of the ten communes of Marco de Canavezes Municipality created by a merger during the 2013 changes. It had 3460 inhabitants in 2021 and covers 19,33 km².

Shield Azure, two watermill wheels Argent ordered per fess, in chief a Marian crown Or, in base a grapevine Or leafed Argent. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black capitals "MAURELES".
Meaning:
The crown is an attribute of St. Mary,the local patron saint.
