Shield Or, on a mound Vert, issuant from the base, an embattled Roman fortress Sable opened (and masoned) Or, in chief a windmill sailwheel Sable dressed Gules and roped Sable. Mural crown Argent with three visible towers and white scroll reading in black upper case letters "CASTELÃOS"
Meaning:
The word "castelãos" might seem to the unaware as an incorrect form of "castelães", the plural of "castelão", "castellan". However I think that in this case it might be instead the plural of, indeed, "castelão", but merely the of "castelo" (the divergent plurals for the same singular are explained by etymology: the current word is ambiguous, originated both from Old Portuguese "castellán" and "castellon" - with the same respective meanings). If this interpretation is correct, the arms might be canting.
