It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of yellow and blue.

Coat of Arms

Shield Azure with base wavy of Argent and Azure; an arch Or over a lyre Argent, flanked by two columns Argent; at dexter topped by a bezant charged with a cross, at sinister by an open book Argent. Mural crown with four visible towers (town rank) and white scroll with inscription in black capitals "AVENIDAS NOVAS - LISBOA".
Meaning:
The blue colour is representing diligence, loyalty, charity, the values to which the commune is oriented. The columns are representing those in Parque Eduardo VII. The bezant is symbolising the mint in the commune. Its building is the nowadays seat of the commune. The book is alluding to culture, wisdom and knowledge and representing a few institutions promoting these values Fundação Calouste Gulbenkian, Biblioteca Municipal Palácio das Galveias, universities, schools and associations. Arch and lyre are alluding to the access to the world of arts and cultural events. They are also representing some festival halls in the city of Lisboa as Campo Pequeno e Fundação Calouste de Gulbenkian. Finally the waves are representing the creeks of the freguesia, nowadays however subterraenian.

Meaning:
The arrows are an attribute of St. Sebastian.
