Flag in reverse colors

I found the reverse, a green over yellow horizontal bicolor, also on a government website, at http://www.dpsca.gob.ec/SALA/ESCUDO%20ESPEJO.jpg (context at http://www.dpsca.gob.ec/SALA/DISTRITO%20TRES.html). The ratio seems to be close to 4:7, although it’s hard to interpret such a design.

This image is similar to another previous wrong report in the area, the flag of one the subdivisions of Carchi Province, Espejo Canton — the same basic design, with the emblem at the center, wider stripes, and upright stars.
