Car Mourning Flag

It is a black square flag with silver edges, charged in centre with the German eagle in silver, realised as embroidery. I saw this flag first in German TV on occasion of the funeral of Helmut Schmidt on 23 November 2015 in Hamburg, and the same flag again in German TV on occasion of the funeral of Helmut Kohl on 1 July 2017 in Speyer.
Before there had been used German Federal Service Flags (Dienstflaggen) in square version with a black scarf at top of hoist.

As far as I can see, this flag was first used during the state funeral of Richard von Weizsääcker (Federal President 1984-1994) in February 2015. Later that year, the flag was again used during the state funeral of Helmut Schmidt (Chancellor 1974-1982), as already mentioned. During earlier state funerals, e.g. that of Johannes Rau (Federal President 1999-2004), who died in 2006, the car did not show any flag at all.
