The coat-of-arms of Graz is actually the same as the coat-of-arms of Styria - with only a slight heraldically speaking important difference: the panther does not have (visible) horns, but wears a golden crown. The other difference is that the civic coat-of-arms does not include the archiducal hat above the shield. The artistic differences in the drawing of the
panther etc. are of no heraldic consequence.
In any case, the heraldic differentiation is so minor (crown) that IMHO it is quite confusing. Especially it is hard to tell on the flags that are also the same. Honestly, I never noticed the distinction and shall have to have a better look at the coats-of-arms and flags displayed in Graz next time I am there (could be quite soon).

Municipal districts of Graz

It seems that Gemeindebezirke of Graz have flags. But, it is in German, so I'm not sure what is it. Look here http://quiz.entner.net .

This is actually a quiz about Austrian state capitals and also about the districts of Wien and Graz. There are no flags of these districts shown, not even a proper flag of Graz (shown is the Graz coat-of-arms on a white field, which is not the flag of Graz).
As far as I know, Wien districts have only coats-of-arms, but not own flags. I'm pretty sure that Graz districts do not have own flags (I don't know about district arms, though).
