The municipality of Empedrado (9,258 inhabitants in 2010), nicknamed the Pearl of Paraná, is located 60 km south of Corrientes, close to the confluence of rivers Empedrado and Paraná - here the border with the Chaco Province.

Empedrado originates in Pueblo Viejo (Old Village), a settlement established in the early 17th century near the Santiago Sánchez fort. Repeated native raids caused the suppression of the settlement at the end of the 18th century, leaving only a chapel. A new settlement emerged near the chapel, whose year of foundation was officially fixed as 1806.
At the end of the 19th century, the scenic landscape and the river beaches attracted to Empedrado the elite of Corrientes and even tourists from Buenos Aires, who were transported on the Paraná by steamboats. In 1826, the government acquired a plot from Dionisio Suárez; the establishment of the new town was confirmed by the Law of 14 September 1826. Named Capilla del Señot (The Lord's Chapel), the town inaugurated its first school in November 1827.

The flag of Empedrado, inaugurated and blessed on 10 December 2012, is vertically divided celestial blue-white. In the middle of the flag is placed a white disk charged with four violets, representing the four sections forming the Empedrado Department; among them, on a sepia base representing the sandy ravines characteristic of the place, stands a wood-coloured Latin cross, a symbol connected to the history and origin of Empedrado.

The flag was designed by Matías Nicolás Vargas, student at the Centro de Promoción del Menor Nº 29, winner of a public contest organized by the municipality.
