The Band

Quoting a Decision released by the US Department of the Interior, 31 August 2011, signed by the Assistant Secretary - Indian Affairs, Larry Echo Hawk:
(1) The California Valley Miwok Tribe (CVMT) is a federally recognized tribe, and has been continuously recognized by the United States since at least 1916;
(2) At the present date, the citizenship of the CVMT consists solely of Yakima Dixie, Silvia Burley, Rashel Reznor, Anjelica Paulk, and Tristian Wallace;
[...]

This decision is necessitated by a long and complex tribal leadership dispute that resulted in extensive administrative and judicial litigation [both Yakima Dixie and Silvia Burley claiming leadership over the tribe, Silvia Burley being eventually confirmed in her rights].

The Flag

The flag is quartered yellow-orange-brown-red with a black border, in the middle, the seal of the tribe. A copy of the flag is kept in the Museum of the American Indian.

Another copy of the flag, kept in the tribe's Council Hall, seems to confirm that the golden frame of the museum's flag is indeed a fringe, not part of the flag.
