About the Flag

It is a slightly typical Portuguese municipal flag, with the coat of arms centred on a plain white background.

Banner

The banner has additional silver and green tassels and cord, and golden pole and finial. The arms are the same as below, but the silver elements are realized as light grey and the black wavy lines are replaced by blue wavelets. According to source a golden lance is part of the ceremonial flag (banner) of Machico. I saw however this flag within a showcase without lance.

Please note, that source shows both flags. Within source the coats of arms and banner look the same, but the flag I spotted didn't match the description given within source.

Coat of arms

The arms are Vert a tower embattled Argent masoned Sable with windows Sable and closed door and in chief four 5-point stars Argent and in campaign a fess wavy Argent semy of wavy lines Sable. Mural crown argent with four visible towers (town rank) and white scroll reading in green (instead of black, which is very unusual) upper case letters "RIBEIRA BRAVA".
Meaning:
"Ribeira brava" means "wild stream", wich is partly represented in base of the arms. The fout stars in chief are probably symbolizing the communes belonging to the municipality.

Presentation of Ribeira Brava

Ribeira Brava municipality had 12 494 inhabitants in 2001 and consists of 4 communes covering 65,10 km². It is part of Madeira Region (also a NUTS II and traditional province), and of former Funchal District.
