It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field gyronny of eight, blue and yellow (city rank)-.

The arms are Or, a castle Azure, with port and windows Or, with two pidgeons Argent, each perched on a lateral tower both facing the center of the shield, in chief the a cross patty Gules voided Argent. Mural crown Argent with five apparent towers (city rank) and white scroll reading in black upper case letters "POMBAL".
Meaning:
The word "pombal" means "pigeon house" so here we have here some canting arms. The cross is alluding to the importance of the Order of Christ’s Knights.

Pombal was upgraded to a city and seat of a municipality on 16 August 1991.
