It is a typical Portuguese communal flag, with the coat of arms centred on a field gyronny of eight of red and green.

Coat of arms

Shield Or with narrow bordure Argent, in chief a bar wavy Azure fimbriated Argent, in centre a sinister bendy book Gules with sheets Argent, charged with a scallop Argent, over all a baton Sable in pale set bottoms up, fixed on baton a canteen Gules, the whole ensemble surrounded by two wreaths of laurel Vert. Mural crown Argent with four(!) visible towers (town rank, though gyronny pattern usually indicates (city rank)) and white scroll with inscription in black capitals "VILA DE LORDELO".
Meaning:
Baton, canteen and scallop are alluding to St. James the Elder.
