It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and blue.

Coat of arms

Shield Azure, parted by a bend sinister wavy Argent, charged with a bendlet sinister wavy Azure, in dexter chief a flaming sword Gules nimbed Or, in sinister base an eradicated vine plant Argent fruited Or. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "VILA NOVA DE MONSARROS".
Meaning:
The sword is representing St. Michael, the local patron saint. The vine plant is representing the local economic activities, agriculture and especially viticulture, the bend sinister wavy is representing the banks of Cértima, or Cértoma, River.
