Contrary to the comments from earlier publications (below), this flag must be the flag of the Royal Saint Lucia Police Force, which has a very similar badge, only the inscription written on the scroll is different. While Saint Lucia doesn’t have a Defence Force, probably the Police Ensign was observed and reported as the Marine Police Ensign.
The Royal Saint Lucia Police Force is the agency responsible for law enforcement in Saint Lucia. It was founded in 1834. The Police Force has two paramilitary sub-organizations; the Special Service Unit, and the Marine Police Unit, both units are responsible for internal security. There is only one non-policing organization under the command of the Police Force, the Immigration Service.
The defense of Saint Lucia is the responsibility of
Regional Security System.

According to Album 2000 [pay00]
- Marine Police Ensign (---/-S- 1:2). Album 2000 shows a weird
flag, pink (or light purple better said) with a large rectangular
purple patch containing the white badge. The Corr. 2 [pay02] correct the flag to blue
field with white badge.
I leave some drawing lines black in the badge as in Album, but I
presume that showing them blue would be equally good, if not
better. I don't remember if Armand told us reason why the image
was corrected - was it simply found erroneous or was the flag
actually changed. I presume that it might be the former, and that
the "pink" flag was never used.
Regarding the caption - is this indeed used as an ensign on
police boats? Instead of the national flag? (If not then word
ensign here is not used rightly and ---/S- is not appropriate.)
The badge is inscribed "ROYAL ST. LUCIA DEFENCE FORCE",
but I was unable to find anything about it on the Net. Does it
indeed exists? Is the Marine Police (about which there are some
little mention on the Net) part of the Defence Force?

The Police Ensign can be seen in this video, and it is also used as a jack of
