From 3 October 1870 to 29 November 1871, this flag was used only by an Admiral. The flags of the Vice Admiral was a blue bordered Hinomaru, and the rear Admiral flag was a yellow bordered Hinomaru. From 29 November 1871 through 7 October 1889, the flag was used by Admirals, Vice Admirals and Rear Admirals

This flag was used on the boat of the Rear Admiral, but not aboard ship, The flag was used between Nov 29 1871 and Oct 7 1889.
