From the Hinckley-Bosworth web page, the flag is seen to be a banner of arms.

Hinckley and Bosworth is a local government district with borough status in
Leicestershire, England. The borough has a population of around 118,000. The
Battle of Bosworth Field, a decisive encounter in the War of the Roses, was
fought near the town of Market Bosworth in 1485.
The only evidence I’ve
found for the existence of a Hinckley and Bosworth flag is report by Dov
Gutterman from 2003. A search of the Council's website, cited as a source
in the original entry, hasn't yielded anything, and I've been unable to find any
other images.
The illustration of the flag above is based on Dov's initial post and the
borough arms.
