Shield Or semy of heartlets Gules, a lion rampant Azure armed and tongued Gules and holding a key Argent in pale by his forepaws.
Meaning:
The lion in the arms is that one of the Dukes of Lüneburg, a branch of the Welfen kin. One of the branches of this family named itself after the city of Winsen, currently the capital of the district. The county was established in 1932 by a merger of the counties of harburg and Winsen. The original capital Harburg is now part of Hamburg. The key is the symbol of Bremen. The area was in the early Middle Ages one of the strongholds of the Archbishops of Bremen, who were later succeeded by the Welfen family.

The flag was approved on 15 July 1988. The arms were approved on 3 April 1928 by Prussian Minister of State.
