The National Olympic Committee of the Republic of Belarus was formed in 1991 and became an IOC member in 1993. Until then, it was a part of the Soviet Olympic Committee.

Flag of the National Olympic Committee of the Republic of
Belarus is most likely in a 1:2 ratio to stay with the Belarus
national flag. Like other NOC flags, it is the logo on a
mono-colored background, in this case, white.

I saw a pictures of a pennant on Ebay.
First, it was the one with the symbol above. The second pennant looked exactly
alike, except the flag was the white-red-white tribar. Do
you think it was a good possibility that this was the flag for
the Belarus NOC from when ever it was founded until the [1995] Belarus
flag change?

From the 1995 flag change, until the modification of the flag in 2012, the slimmer ornament pattern was used in the NOC logo.
