Overview

According to www.todacolombia.com: Black stripe stands for petroleum ("black gold"), main wealth of Putumayo. White is for calm nature of Putumayense people. Green is for forests that cover 4/5 of area. At www.putumayenses.com.co, the order of colors is reversed.

Putumayo Department website it shows two versions of the flag: a plain flag as reported and a flag charged with the coat of arms.
The description doesn't mention the coat of arms.
