White stands for brightness and honesty and blue for Japan sea and Setouchi sea.

proportion is 7: 10.

The prefecture emblem was adopted on Feb 10th 1921 by Notice No 81. The
emblem is stylized kanji 兵 Hyo of Hyogo and is not used in the flag.

Hyogo Prefecture Fishery Inspection Vessel Ensign was adopted on Dec 27th
1958 by Notice No 891 which is white ensign charged with blue logo mark of
stylized kanji mizu 水 and the prefecture emblem of stylized kanji 兵 Hyo of Hyogo
in red in the center. Fishery Inspection Vessel Ensign has right hoist.

The former Hyogo Prefecture Fishery Inspection Vessel Ensign was adopted on
May 25th 1953 by Notice No 224. According to the construction sheet, the ensign
had the prefecture emblem with white fimbriation. The former Ensign has right
hoist.

The Hyogo Sports Association flag was adopted in 1949 with a design of green, white, and blue from the top and a bull's face in the upper left corner. The green represents "mountain," the white "land," and the blue "sea," representing the climate of the prefecture. The bulls were also placed in hopes of the powerful and tenacious characteristics of the bulls, nicknamed "kotteri ushi" (bulls with a strong and tenacious character).
