The city emblem was adopted on Jul 10th 2005 by Notice No 114 and the flag
was adopted on Sep 1st 2006 by Notice No 157. The white flag has a blue city
emblem in the center. The city emblem is a stylized hiragana と To of Toyooka.
The six curved lines symbolize merged a city and five towns and a wish for the
city to grow to the future. The blue color stands for a bright future. The flag
proportion is 2:3.

The mark is purple. It does resemble an euro sign - one with one
single crossbar that's though doubled where it crosses the right side of
the gap.
Visible at the far right of this display (an event sponsored by six
municipalities, it seems); best seen on the last photo of page 3 of Tomislav's Source.

Yes, it looks like an Euro sign. Actually the logo is stylized hiragana "ta" of Tanto.
