From an Instagram photo I found a few days ago, Maria Elisabetta Alberti
Casellati, the newly elected President of the Senate was seen leaving a car
with two flags. On the passenger side, it had the national flag and the on
the driver's side, it had a blue flag with a yellow "S". After discussions
with Italian vexillologist Gianluca Lentini, he was able to tell me this is
the flag of the Senate (Senato della Repubblica).
While I am not
certain when the flag was adopted, the logo mark of the Senate had formal
rules on use that was adopted on December 16, 2008, with Resolution N.24 of
the Council of the Presidency of the Senate of the Republic, later published
in the Official Gazette (N.38, February 16, 2009).

The logo was created sooner
than that law as a patent was filed by the Senate (RM2005 C002232) on April
29, 2005 and has been in use, from what I have found, since 2003.

As for
the flag, there are two types. The first is used on vehicles and it is more
square in shape. The second flag I found was in the ratio of the national
flag

30). I am not certain of any protocols on when they can be used or who can
use them.
