Höhere Kommunalverbände (higher communal
associations) in North Rhine-Westphalia are a difficult subject, as their
territories partially overlap. Part of the Landschaftsverband
Westfalen-Lippe also forms the Landesverband
Lippe - formerly state of Lippe - since
1949. It uses the traditional arms and flag of Lippe, namely the bicolour
yellow over red, prescribed in the statutes of 1973. The flag is also widely
used by the citizens.
