According to https://www.inupiatgov.com/?p=1670 the flag design contest deadline was October 1, 2018. Only ICAS tribal members could enter the contest.

According to the contest rules, http://www.inupiatgov.com/wp-content/uploads/2018/07/logocontest.pdf the flag design had to be colourful, with colours contrasting well, and the design had to be simple and distinctive. The year 1971 had to be on the flag, and meaningful symbolism was awaited.

And according to https://www.inupiatgov.com/?p=1706 (with an image uploaded in November 2018), the flag contest winner was Charles Sollie Hugo. He was chosen out of 12 contestants.
