USAID is a government agency that was set up to help developing nations either recover from a natural disaster or to develop their governmental structure. It was created after the passage of the Foreign Assistance Act in 1961.
The flag is described at www.usaid.gov/branding/USAID_GSM_Section_4.pdf as a logo on a white field. The flag itself is 3x5 in ratio. There are also vertical banners used by USAID as described in the linked PDF file (which is a part of a whole identity manual used by USAID).

Using the branding guide at
https://www.usaid.gov/branding, I was able to improve the image above. At
https://res.cloudinary.com/...USAID-Afghan-Flags.jpg (display in Afghanistan
with the US and Afghan flags), the seal is centered above the text (and during
official uses, the fringe is blue).
