The flag is a white field with thin mirrored bars of blue-black-red. In the
center is the "former borough logo" according to the borough officials, who sent
me the logo.

The seal is a more stylized version of the Pennsylvanian state seal.

I am not sure if the borough currently has a logo, though according to an
email sent to me by the borough, this is the old borough logo.
The logo
shows a white banner with the borough name and incorporation year. Above the
banner are the three different symbols. These are the Indiana County Courthouse,
a bald eagle, and the Sutton Hall at Indiana University of Pennsylvania. In the
background is a dark green arrow-like shape, possibly resembling a tree.
