The O'Fallon site is that of a private individual, not of the municipality and there is no explanation of the flag given on the page - is the name of the village really on the flag, or just overprinted upon the graphic? Also, if the lettering isn't really on the flag, is the flag even the municipal flag, or just a generic clipart flag the site owner is using to decorate the page?
