Flag used at sesquicentennial celebrations

Back in 2002, the Iowa State Association of Counties website hosted an account of each county's history, signed by its County Recorder, and illustrated with a black and white flag image. It is not clear whether these flag images were provided by the county administration or not.

Archived copies of the pages about Webster County is still at www.iowacounties.org/info and web.archive.org/flag. It is a ~3:5 plain light (white?) flag showing a large emblem centered on it. This emblem consists of a map of the county showing its boundary lines and the course of the Des Moines River, plus markers for some local landmarks: A hut (or kiln, or tunnel entrance, or ...?) at NE, a cluster of three stylized firs at E, a solid black (?) area with three square angles and limited by the river at NW, and at center-SW a pike, slanted, a stylized pig, and a corn cob. Above the map, lettering reading "Webster County" in black (?) sans serif capitals.

John Johnson received a photo of a county flag from Webster Co., IA, which is different from this 2002 version. It is a ~2:3 white flag showing a large emblem centered on it. This emblem is limited at its bottom and top by two-color stripes, red inwards and blue outwards, the blue stripes more narrow, especially on the top, the combined height slightly larger on the bottom; these stripes are offset from the flag edges by a large fraction of their own width.

Between the stripes, a large Iowa map, thickly outlined in blue and filled in red-to-white horizontal shade, is the backdrop for a large map of the county, white with blue boundary lines, thicker for the county line, less so for the township boundaries, and in red the course of the Des Moines and Boone rivers, and 12 settlements, marked as squares of varying size. On top of it, centred and slightly offset to the top, a white disc with blue edging showing a blue and white line-drawn view of the County Courthouse, seen from street level, tower protruding the disc top (en.wikipedia.org/wiki/File:Webster_co_iowa_courthhouse.jpg).

White red-edged and lettering superimposed on the edges of the maps reads "Webster County" above and "Iowa" below, both set in serif capitals. The former shows additional blue edging (and background visible between and through the letters) and stretches in condensed type wider than the width of the county map, along an arch and the middle letters visibly less stretched; the latter in horizontally expanded letters; in the space between the two words on the top, a blue and white bald eagle is perched, placed above the County Courthouse clock-tower; on the "W" on the bottom inscription, a blue and white sparrow is perched.

This county flag and its other (previous?) version share the county map as common motifs only, I would bet these two flag designs are unrelated.
