SUBJECT: City Flag

1. Statement of Issue:
Many major cities of the United States have adopted official city flags for display at city facilities and at civic functions. As a new City, Centennial has not yet adopted an official City flag; however with the advent of the new Civic Center, it is being recommended that an official flag be adopted and flown along side of both the United States and State of Colorado flags.

2. Discussion:
After months of research and work, Mr Thom Reed, a citizen of Centennial, approached the Mayor and staff with a design for a City flag which is to identify, unify and inspire the citizens of Centennial. Mr. Reed has consequently asked for Council consideration and approval of the design as the official flag. Upon approval, Mr. Reed has indicated a desire to certify the design along with the City's history as the official flag for Centennial.

3. Alternatives:
There are several alternatives to selecting the flag designed by Mr. Reed, however all of the options are somewhat time consuming and may preclude the City having the flag finalized in time for the opening of the new Civic Center.
1) Work with Mr. Reed and take under advisement, ideas from Council to create a different design. However, it might be somewhat difficult to incorporate all ideas into one flag.

2) Contract a flag designer to create a flag. This option would have a fiscal impact and there is no guarantee the end results would be acceptable.
3) Have an open "contest" to the citizens of Centennial for submittal of flag designs. It is suggested that this option could also be a time-consuming process, requiring dedication of staff time to the task of collecting flags, sorting through the submittals, and presentation to Council and the community.

4. Recommendation:
Staff recommends Council approve the flag as designed by Mr. Reed as the Official City of Centennial flag. Every effort has been made to create a design that instills community pride - focusing in large part on our City Logo, but maintains a clean, classic look and is easily identifiable as "our own"

5. Fiscal Impact:
Depending upon the quantity of flags we purchase, cost is as follows for the flag: Cost: (per flag) 3 x 5 size - double sided
Quantity. 6+ Cost per flag: $218.36 Set up fee: $90.50
Quantity: 12+ Cost per flag: $148.98 Set up fee: NONE

6. Next Steps:
Upon Council approval, staff will place an order to have them made. Our hope is to have a "Flag Raising Ceremony" at the open house of the New Civic Center once the remodel is complete. Mr. Reed is also proposing a marketing effort for the selected flag to get it into the community, at schools, banks, parks, etc.

I found an image on the FB page of the city to draw. I traced the logo and had to adjust the color to make it lighter than the state flag.
