The Nationalist Movement, commonly referred to as "Crosstar", is a white nationalist organization, with headquarters in both Wisconsin and Mississippi, founded in 1996 by Richard Barrett. Its activities include "Warrior" training camps, Crosstar websites, and forums and Blogs. They sponsor the Unixandria Library, the Free-Tip news-service, the Nationalist Dictionary, the Airlink television-studios, and the Nationalist Legal-Defense Fund. The Nationalist Movement has been named a white supremacist group by both the Associated Press and Anti-Defamation League.

This "+-over-a-circle" charge is also used in the U.S. by some extreme right-wing racial supremacist groups, such as Stormfront.

Stormfront is today probably the largest message board on the internet for neo-Nazis and white supremacists. It was co-founded by a former KKK and American Nazi Party member named Don Black and Chloê Hardin, the ex-wife of David Duke, former Grand Wizard of the Knights of the Ku Klux Klan. It openly claims to be "a Racialist discussion board for pro-White activists and anyone else interested in White survival."

Silver Legion of America, or Silver Shirts, were an American Fascist organization founded by a Hollywood screenwriter named William Dudley Pelley in 1933. The paramilitary Silver Shirts wore silver shirts with a blue tie and military riding pants as their uniform. The shirt had a large red letter "L" over the heart. In 1934, the Silver Legion claimed about 15,000 members. In 1942, Pelley was charged with treason and sedition and eventually sentenced to 15 years imprisonment.
The main headquarters of the SLA was in Asheville, North Carolina, but in 1935, they began construction of a fortified bunker compound in the remote Los Angeles hills which was designed to serve as their world headquarters after a Fascist global conquest. The SLA flag had a silver field with a red "L" in the canton symbolizing "Loyalty to America".

The neo-Nazi National Vanguard (NV) is an American White Supremacist organization based in Charlottesville, Virginia, that gained brief national notoriety when they dispatched a first response team after Hurricane Katrina with instructions to only help "white" families in Alabama and Mississippi. The NV was founded in 2005 by Kevin Alfred Strom and former members of the National Alliance. The next year, in 2006, several units of National Vanguard split off and left the NV to form a new white supremacist organization called the Nationalist Coalition (still active in the St. Petersburg area of Florida), but a reduced NV continued to operate in the Charlottesville area after the split. In 2007, Strom was arrested for child pornography, and in 2008 he was sentenced to a two year sentence in prison. Until recently, however, the NV still continued to maintained a website featuring typical White Supremacist and hate articles. Their flag is charged with the same white "life" rune and oak branches used by the National Alliance, but has a plain red field.

Another version of their flag, with blue field instead of red, was also sometimes used. It was shown at the website (now defunct) of their Michigan Division. The image once used as the page header can be found here (located at the Stormfront forum via the Google image search). Since all the state divisions websites, a number of which once existed, are long defunct, it remains unclear whether this flag was used in Michigan only and whether the color change was related to the blue field of the Michigan state flag.

The symbol is a life-rune. It had also been used during NS-rule within the logo of German pharmacies and was after WW2 replaced by snake and bowl.

In 1949, the National Renaissance Party was founded in Yorkville, a part of New York City, and soon was under the control of a fanatical public accountant named James Hartung Madole. The original party membership seems to have transferred from older nationalist groups such as the Christian Front, German-American Bund, Citizens Protective League, and the Nationalist Action League. The NRP activities remained fairly localized to the New York City area, though occasionally reaching out to the Reading and Philadelphia areas of Pennsylvania. The party's publication was the National Renaissance Bulletin, edited by Fred Weiss. In 1953, the party formed a uniformed "Elite Guard" under the leadership of Matt Koehl and Hans Schmidt. The Elite Guard wore gray shirts with a red lightning bolt armband (blue bolt on white circle). Normally, the guard had only between fifteen or twenty members. In the 1960s and 1970s the party seems to have became occult oriented and developed ties with Anton LaVey and the Church of Satan. Party membership was normally about 50 and never exceeded 200. Madole died of cancer in 1979, and the party disbanded soon after.
The NRP used as a symbol a thunderbolt. Their flag had a solid-red field with a blue thunderbolt on a white circle. It existed in both horizontal and vertical formats

The American neo-Nazi organization Volksfront (People's Front), headquartered in Oregon, wants a white homeland in the Pacific Northwest. The group was founded in 1994 in the Oregon State Penitentiary by Randall Krager. Although, since its formation, the group claims to have chapters in Oregon, Massachusetts, Arizona, California, New York, Pennsylvania, North Carolina, South Carolina, Washington State, Illinois, and Missouri, they only had approximately 100 members in 2007.
The Southern Poverty Law Center (SPLC) has added Volksfront to its list of hate groups. The Anti-Defamation League has called the group "one of the most active skinhead groups in the United States." The flag of Volksfront is a vertical tricolor of black-white-red with a black life rune centered on the white stripe, and while it seems to be based on an earlier design used by the National Alliance in the 1970s, no actual direct connection between the two extremist groups is known.

Northwest Front, originally called Northwest Homeland, is a neo-Nazi group which promotes the Northwest Territorial Imperative - creation of "Northwest American Republic", a whites-only state in the US Pacific Northwest, which would comprise Oregon, Washington, Idaho and part of Montana to the west of Interstate 15 Highway. They give credit for the idea to the Aryan Nations (whose original proposal included the whole of Montana and Wyoming as well), whose motto "Our race is our nation" they also frequently use, although the symbols are otherwise completely different. They also seem to support the creation of a similar state in Canada, which would comprise Alberta and British Columbia; whether it would merge with its southern neighbor afterwards, is not stated currently.
Northwest Tricolor, the flag of the Northwest Front and would-be flag of the Northwest American Republic, is a plain blue-white-green tricolor. The colors symbolize the sky, the land, and "the people who will dwell in between the two". The same colors, with a different symbolism, appear on the flags of Cascadia, a region which overlaps with the Northwest American Republic. It is quite possible that the design is indeed borrowed, with the symbolism adapted to another ideology. The Northwest Front denies this, although admits that the flags are similar, while calling the concept of Cascadia "left-wing".

I have seen it. The obliterated part of the blue at the site you cite is an upraised middle finger. The original appeared, I believe, in The Onion.

The design which combines Confederate flag with the Southern Nationalist Flag

In the last photo at the page, a flag is seen which clearly combines the hoist
half of the Confederate flag and the fly half of the Southern Nationalist Flag,
together with several flags which employ either one or the other complete

While the above sources did not reveal all the details of the flag, here's a
photo which clearly shows that only the hoist half of the central star has
remained visible and that the black saltire arms are as wide as the blue arms
and their white fimbriations together:
