Kotlasskiy County became Kotlasskiy Municipal District in 2022. Its coat of arms was adopted on 28.12.2009. Its first flag was adopted on 15.11.2019, and its current flag on 01.12.2023.

A rectangular green flag with three blue (light blue) stripes converging at the center. Two of the stripes are diagonal, extending from the lower corners to the center of the flag, while the third is vertical, extending from the center of the flag and terminating at the top edge. The flag's width-to-length ratio is 2:3. The width-to-length ratio is 1:10. The coat of arms of the county is located in the center of the flag.

In a field crossed with gules and greens, a silver belt, wavy at the top and spruce-shaped at the bottom; at the top, a golden church dome on a silver drum with through windows, accompanied on the sides by silver mortars of salt; at the bottom, a golden dinosaur in reverse with four crests.
