Shipunovskiy County has its own flag for more then a decade. The County Council of Deputies adopted the coat of arms and flag on 21.03.2014.
The flag consists of three vertical stripes: blue, red, and blue. The center
of the flag features the coat of arms of the County. The ratio of the flag's
width to its length is 1:2. The blue stripes are equal in width to one-sixth of
the flag's length.

The Coat of Arms is a shield of French heraldic form, the base of which is equal
to eight-ninths of the height, with a point protruding in the center of the
lower part of the shield. The lower corners of the shield are rounded. The
shield is divided by a St. Andrew's cross (an oblique cross formed by two
diagonal stripes). The upper and lower sectors have a gold background
symbolizing justice, mercy, wealth, independence, and fertile fields. In the
left and right sectors, green symbolizes joy, freedom, peace, tranquility, and
the Chupinsky pine forest. At the bottom of the shield, blue symbolizes the main
waterway—the Charysh River, against the background of which the year of the
formation of the Shipunovsky County is marked. Red symbolizes courage and
generosity. In the center of the shield is the stele of the County. Ears of
grain radiate from the base of the stele – a symbol of agriculture, fertility,
rebirth, and economic prosperity. In the right sector of the shield is a mill,
symbolizing the leading industry – the processing of agricultural products. In the
left sector of the shield is a bull, symbolizing labor, patience, fertility, and
animal husbandry.
