It is a typical Portuguese communal flag, with the coat of arms centred on a field quartered of white and green.

Coat of arms

Shield Vert; issuant from base a mount Sable, crowned by a throughout wall Argent masoned Sable, crowned by an embattled tower of the same, both having a window Gules, the tower is flanked by two swords Argent in pale hilted Or, in chief an inescutcheon Argent charged with a cross patty alisee Gules. Mural crown Argent with four visible towers (town rank) and white scroll with inscription in black capitals "LONGROIVA".
Meaning:
The cross in inescutcheon is referring to the Order of the Templars.
