The council informed me they could not find information regarding the history of its municipal coat of arms. According to Article 20 of its Municipal Regulation on Police and Government:

Article 20. The shield of Ciudad Valles and its significance in accordance with history and heraldry is described as:
First Section: On a field of gules (Red), in gold the archaeological sign of corn and the God of Corn (Dhipaak) in its natural color.
Second Section: On a field of gold (Yellow), in its natural color the hieroglyph of Oxitipa which consits of a hill which in its top it has a pan with a handle and flag form, this vase is full of tar and means Oxitipa.
Third Section: On a field of vert (Green), in its natural color six valleys and six cordilleras, and in the center of them the Saint Santiago Apóstol for founding this city on 25 July 1533, day of Santiago the Apostle, giving the third and second sections the name of Santiago de los Valles de Oxitipa or Santiago de los Valles where petroleum is, this is its significance [in modern versions, the field is yellow and the mountains are represented as pyramids].
Fourth Section: On a field of azure (Blue), in natural color the Sugar Mill, cow, and corn [symbols of industry, cattle-raising, and agriculture; economic activities]. Furthermore, an eagle chooses through its upper part the shield, and below its left claw it has the motto that says: "Raza, Cultura y Progreso" [Race, Culture, and Progress; in modern versions, the eagle carries it in both claws, and over the eagle is the name CD. VALLES].
