Located in Bunkyo City Tokyo and established in 1992. The [former] university flag has crimson red background with a light red phoenix pattern, white symbol mark and white kanji university name written horizontally. The symbol mark was adopted to commemorate the 80th anniversary of Toyo Gakuen Educational Corporation. The "Phoenix Mosaic" has been a familiar symbol of the Hongo campus since the days of Toyo Women's Junior College, the predecessor of the current Toyo Gakuen University. The mosaic is shaped like the phoenix and represents the image of Toyo Gakuen University and Toyo Gakuen students, who will spread their wings far into the future. The background is the color of crimson red , which indicates deep wisdom.

In March of 2019, the university adopted a new logo. The flag was changed to match the new branding; it was first used at a ceremony on 2 April 2019.

The logo adorns the stage at entrance and graduation ceremonies, and is also engraved on degree certificates. It was established to commemorate the 80th anniversary of Toyo Gakuen's founding, and was renewed to its current form in the 2019 academic year. The design concept is "tradition and flight. Inspired by the "Phoenix Mosaic" that has been familiar to students since the days of Toyo Women's Junior College, the design projects the image of Toyo Gakuen's future as a phoenix. The phoenix's wings are spread in a dignified manner, and TOGAKU Crimson Red, which signifies wisdom, is used to represent the university's image of a phoenix.
