The city emblem was adopted on December 23rd 1933 but there is no flag law.
A blue flag charged with the white city emblem in the center. The flag proportion 2:3.
The city emblem is stylized kanji 水 MI which represents a fugure of the city improving vigorously in every direction. The three (MI) katakana ト TO are in center of the emblem.
