This design is by reddit user Sangfroid22. who presented it on on /r/India here after being inspired by the well known Roman Mars TED talk on flag design. It looks like it has started to be used by the /r/India community,
but is certainly not "the flag of Lakshadweep" as such.

I believe that the sub-divisions of India cannot legally adopt flags (except Jammu and Kashmir). While there are unofficial regional and ethnic flags, I think the only official or semi-official flags are the flags of the Governments/administrations of the states/territories, which is not the same thing as a State flag, but rather a flag for the state's administration. Vexilla Mundi has a nice page on the known ones.

I believe most of the Union territories, which is what Andaman and Nicobar Islands and Lakshadweep are (they are not states) only use similar plain seals with just the name of "government of X" being different. But I may be wrong, I have not seen any official state documents on the issue.
