Flag adopted on 13 July 1994, according to Dirk Schönberger's Administrative Divisions of the World website. From Ralf Hartemink's webpage:
The arms were granted on 17 January 1995. The lions in the upper part of the arms symbolise the two major historical rulers in the area, the Counts of Meissen (black lion) and the Princes of Reuss (golden lion). The base shows the two rivers Saale and Orla.
