Description of flag:
The ratio is 3:5. It is a yellow over blue horizontal bicolour. Please note, that the plain flag is still considered to be the city flag. But the flag with coat of arms is hoisted by anybody as an event flag, especially in times of the local shooting match.
The flag is mentioned in §2(2) of Hauptsatzung of the City of Soltau as colours of the city. The ratio as usual but not mentioned within source.

Description of flag:
The ratio is 3:5. It is a yellow over blue horizontal bicolour. The coat of arms is in the centre of the flag.

Soltau Coat of Arms

Description of coat of arms:
In a golden (= yellow) shield is a red embattled wall, masoned black, crowned by three red towers having triangular roofs. Above the pinnacles is a blue lion issuant.
Meaning:
The village of Soltau was established in 1383 near a moated castle and gained the rights of a municipal area in 1388. Soltau gained the rank of a city, lost this rank in 1852 and regained city rights in 1929. The lion is taken from the arms of the Welfen kin. Wall and towers probably are symbolizing the rank of a city. This pattern of arms was used since the early 19th century.

The ratio is given as 1:2. It was a yellow over blue horizontal bicolour. The information is confirmed by Stadler 1970, p.73.
