Orel is a municipality in Chrudim okres, Pardubice region. Its flag and coat of arms are at this website with explanation:
"Parlament České republiky dne 16. února 1999 udělil obci Orel znak a prapor.
Orel means Eagle; the coat of arms has the double-eagle of Chrudim city, and one of its claws is wappering the Orel flag, consisting of two red hay-bale irons (the hooks used to forward hay bales, and for the very strong to pull beetroots out of the soil), also used in village-fights.
Flag adopted 16 Feb 1999. (for adoption date the VexLex dates are valid).
At the site the iron are asymmetrical, I assume unintentionally.
