I found the site of the Juventude Ecologista de Angola (Ecologist Youth of Angola - JEA). The site includes, among other things, a drawing of the flag of what seems to be more a Luanda based club than a nation-wide movement.

The flag is a logo on a bed-sheet (LOB) design - white with a specifically designed symbol in the centre. It is to be noted that this symbol is *not* the group's logo, but the site gives no explanation for this. Indeed, the site is very short on explanations about the flag: all it says is that the flag was designed by Hugo Fernandes.
The symbolism is pretty obvious and also quite obvious: the African hand holds a leaf, also protected by a rainbow. The idea that is expressed is one of balance between man and nature.

The Ecologist Youth of Angola now has a new website with a link "A Bandeira" which leads to a page about the flag.

The relative sizes of the flag are hard to determine, as the flag is represented by a charge on the white background of the page; no indication is given about the limits of the field.

However, the following description is given:
"A nossa bandeira é composta por:
O Arco-íris e as suas cores, que simbolizam a enorme diversidade de componentes do ambiente e as suas diversas vertentes;

A Folha, que simboliza o ambiente no seu todo;
A Mão, que representa a JEA e a sua missão de proteger e preservar o ambiente em toda a sua amplitude;

O fundo Branco, que simboliza que a natureza também precisa de paz."


Which translates as:
"Our flag is composed of:
The rainbow in all its colours symbolising the huge diversity of components of the environment in all its aspects;
A leaf symbolising the environment as a whole;
A hand representing JEA and its mission to protect and preserve the environment in its entirety;

The white field that symbolises that nature too requires peace."
