Background

The Logone (or Logon) River is found in central Africa and is a major tributary of the Chari River.  The capital city of Chad, N'Djamena, is located where the Logone empties into the Chari River.

Apparently one of the rebel factions in the Central African Republic has declared an area the "autonomous" Republic of Logone (after the Logone River) on Monday, 14 December 2015.  This is in response to the constitutional referendum and upcoming national elections which are to be held in the Central African Republic at the end of December 2015.

Description of the flag

A news report describes a flag of "Yellow, black and green flag with its center a white star":

"

"After trying to disrupt elections in Bangui and in the provinces, Nourredine Adam and his supporters of PRGF - the Popular Front for the Revival of the Central African Republic - played a new card on Tuesday, December 15, one of the country's partition.  He simply said that the northeast of the Central African Republic was under its control, and added with a new flag and a new name, the Republic of Logone.

The flag is yellow, black and green a white star in the centre, this most ephemeral symbol was hoisted by national police of the town of Ndele, in the northeast of the Central African Republic, by supporters of Nourredine Adam."

This site has an image of the reported flag as is shown above - with a white star outline and not a solid white star.
